Change checks every nonprofit for compliance with various state and federal rules. Our Change Foundation (OCF) also has its own bylaws as a Donor Advised Fund. For some cases, if a nonprofit is out of compliance, or does not qualify for disbursals under OCF’s bylaws, OCF is prevented from sending funds that organization.

On this page, we’ll outline the various compliance rules that OCF looks for. The rules outlined on this page all prevent OCF from paying an organization.

Must be on the IRS Publication 78

Must be on the IRS Exempt Organizations Business Master File

Cannot be on the OFAC Sanctions list

Cannot be a private non-operating foundation

Cannot be a section 509(a)(3) supporting organization

Must have a supported deductibility code

These checks apply if your organization opts into CA AB 488 protection via Change. Ask a Change team member for more information.

Must not be revoked by the CA Franchise Tax Board

Must not be on the CA Attorney General’s May Not Operate List


For developers

You can see whether OCF currently allows donations to a nonprofit or not using the payable field. This field is available on the Nonprofit object returned from API endpoints such as Search nonprofits.

If an organization is not payable, the reason(s) will be outlined in the Nonprofit object in the payability_restrictions field.
